Pigeons and gulls don’t just make a mess of a roof — they actively shorten its life. Droppings are acidic and will degrade membranes, flashings, and coatings over time; nesting material blocks outlets and gutters, causing standing water and overloaded drainage; and birds forcing their way into roof voids or plant enclosures create fire risk around electrical equipment and ductwork. For facilities managers, bird activity on a commercial roof is rarely just a cosmetic problem — it’s a maintenance cost that compounds the longer it’s left.

Why commercial roofs attract birds in the first place

Flat and low-pitch commercial roofs are, from a pigeon’s perspective, close cousins of the cliff ledges they evolved to nest on. Plant enclosures, rooflight upstands, parapet walls, and HVAC units all create sheltered, elevated recesses that are ideal for roosting and nesting — and largely undisturbed by human activity. Retail units, warehouses, and hotels are particularly prone, simply because of the scale of roof area and the number of service penetrations and ledges available.

Left unaddressed, a small roosting problem escalates. Pigeons return to the same site year after year, nesting material accumulates, and what starts as a handful of birds can become a persistent colony within a couple of breeding seasons.

What actually works: the main deterrent methods

Bird netting is the most effective long-term solution for larger or more exposed roof areas. Properly installed netting creates a complete physical barrier, stopping birds from accessing roosting and nesting sites entirely rather than just discouraging them. UV-stabilised, weather-resistant netting will comfortably last a decade or more in UK conditions, and unlike some deterrent methods, it works regardless of species or how habituated the birds already are to the site.

Spikes are effective for linear roosting areas — parapets, ledges, ridge lines, signage — where birds land to rest rather than nest. They’re a lower-cost option for targeted problem areas but aren’t a substitute for netting where birds are already nesting in enclosed spaces.

Wire systems and post-and-wire deterrents work on a similar principle to spikes, creating an unstable landing surface across wider ledges without the visual impact of more obvious deterrents — a common choice where appearance matters, such as on street-facing elevations.

Optical and audio deterrents — reflective devices, distress call systems — have a place in an integrated approach but tend to lose effectiveness over time as birds habituate to them. They’re rarely a standalone solution on a commercial site with a genuine roosting problem.

In practice, most effective commercial bird control programmes combine netting or spikes at the source of the problem with good housekeeping — closing off entry points to roof voids, and removing food sources and standing water that make a site attractive in the first place.

The legal side most people get wrong

All wild birds in the UK are protected under the Wildlife and Countryside Act 1981, including pigeons and gulls. This has real practical implications for anyone managing a commercial roof:

  • Active nests, eggs, and young cannot legally be disturbed or removed except under specific licensed circumstances. If you’ve spotted a problem in spring or early summer, there’s a good chance birds are already nesting, and that changes what can be done immediately.
  • Netting must be installed correctly so birds cannot become trapped inside it — poorly fitted or maintained netting is both a welfare issue and a liability.
  • Herring and lesser black-backed gulls carry additional protections in many areas due to declining populations, and deterrent works involving gull nests may require a licence depending on timing and location.

This is why bird control on a commercial building isn’t really a DIY job, or one to leave to whichever contractor happens to be cheapest. A professional survey before work starts should identify what’s actually nesting where, and plan the works — and their timing — around that.

What it costs, and what drives the price

Cost varies significantly with roof size, complexity, and the method used, but the main drivers are consistent:

  • Roof area and access difficulty — netting a large, low-pitch industrial roof with straightforward access costs considerably less per square metre than netting complex plant areas requiring rope access or cherry pickers.
  • Extent of existing infestation — a site with years of accumulated nesting material typically needs a clean-up and disinfection pass before any deterrent is installed, which adds to the initial cost.
  • Method selected — spikes and wire systems are cheaper to install than full netting but are only appropriate for certain roof configurations, so the right method is usually dictated by the problem rather than the budget.
  • Ongoing maintenance — netting and spike systems both need periodic inspection to check for damage, sagging, or new access points birds have found around the installed system. Budgeting for this from the outset avoids a “working” solution quietly failing within a couple of years.

A practical approach for facilities managers

  1. Get a proper survey before choosing a method. What’s roosting, where, and how established the problem is should determine the solution — not the other way around.
  2. Check for active nests before scheduling works. Timing around the bird breeding season (typically March to August) avoids both legal issues and delays mid-project.
  3. Treat it as part of the roof maintenance programme, not a one-off fix. Bird droppings accelerate membrane degradation, so a netting or spike installation should sit alongside — not replace — routine roof inspections.
  4. Don’t underestimate the fire and drainage risk. Nesting material in plant enclosures and blocked outlets are both common causes of avoidable emergency call-outs, and both are preventable with the right deterrent in place.

Bird control is one of those jobs that’s cheap to do properly and expensive to ignore. A roof with an established pigeon colony doesn’t just look worse — it fails faster, drains worse, and costs more to maintain than one that’s been protected from the outset.
